Symbol glow does not respect order of sheets

I mad a map in CC3 BW Style
Without using the sheet effect "glow" my symbols are on top of rivers as it should be. (See first picture)
But with using symbol glow (2; 0.25) the river outlines, which are behind the symbol seems to come in front of the symbols. (See second picture)
How can I avoid this problem? (Ok I can decide not to use the glow effect but this seems not to be the best solution)

I changed the river glow color to blue(color 51) the symbol glow color to grey(color 241) and the road outline glow to red (color 2) but the effect is still the same. The effekt is also independent from using inside or outside glow for the symbol sheet.

Disclaimer: just the exported png file and not the CC3 Map itself is under creative common nc by na licence
- remove the glow on the symbol sheet completely and replace it with a soft Blur.
- do a copy of all the symbols on a sheet below the current SYMBOL sheet, with no effect attached.
I've done the latter option in the attached edit of the map.
