creating a hex map for war gaming

Hi, I am looking for a piece of software that can create hex grid war games maps. Having found your site (very impressive)I had a look around and I see that it is possible to create a map and then overlay a hex grid, but with a war game you can end up with some hexes which are part sea, part land and part something else. This can lead to questions like "can a battleship counter go in hex AA23?" etc.

Is it possible to use CC3 to create semi randomised fully tiled hex? map What I am after is something like this: http://www.apolitical.info/webgame/map/
but with a lot more functionality e.g. able to use own hex tiles, variable size boards and generation of fractal hex terrain patterns
