Symbol snapping(yes that old bugbear)

I did a search before posting this and the common answer was the snap button in the lower corner...
That does not work for me.

As other have asked in the forums, symbols still want to try snapping to the grid. However, I have turned
off the snapping options from the menu(and tried the button). This doesn't seem to work for me. When I
try to rotate/place symbols outside the map they rotate fine. But within the map they still try to snap to
the grid. I'm further confused as this only seems to happen with buildings. When I try plant vegetation or
things like statues they rotate fine inside the map/grid. I have also tried both the shift and ctrl+shift ways
of rotating symbols. Neither seem to work for buildings.

In your case here, to fix this either hide the grid sheet or, with a symbol hanging on your cursor, right click and deselect Smart Tracking and select Disable Smart Symbols. Those two settings reset each time you start CC3+.
I am now able to make maps(as a beginner) like this:
